Committee Meetings
House Appropriations Subcommittee Meetings
This week, each House Appropriations Subcommittee met several times and heard presentations from various departments and officials with the Office of the State Budget regarding the Governor's budget recommendations. Members for each committee reviewed the recommendations in more detail and were able to ask executive branch officials more detailed questions regarding the Governor's budget recommendations.
House Finance Committee
The Committee met on Tuesday, May 3, and approved three bills. S 725, Unemployment Insurance Technical Changes, does as the title suggests and makes technical changes related to the State's unemployment insurance laws. Similarly, S 726, IRC Update, does as the title suggests and updates the reference date to the Internal Revenue Code used to determine and define numerous State tax provisions. Each year, the General Assembly must make a decision as to whether to conform to federal tax law changes that may affect State taxes. Finally, the Committee approved S 729, Various Changes to the Revenue Laws. For the most part, this bill makes technical, clarifying, and administrative changes to the State's tax laws. Many of these changes were approved by both chambers of the General Assembly last year in a bill (S 605) that ultimately was not enacted.
Senate Health Care Committee
The Committee met on Tuesday, May 3, and approved one bill. S 734, Statewide Standing Order/Opioid Antagonist, would authorize the State Health Director to prescribe opioid antagonist by means of a statewide standing order, with immunity from civil and criminal liability for such action, as recommended by the Joint Legislative Oversight Committee on Health and Human Services.
