The General Assembly has officially completed its business for the 2013 long session. The 2014 short session will begin on Wednesday, May 14, 2014. The MVA Public Affairs Legislative Report on North Carolina will be distributed bi-weekly to keep you up to date on the latest legislative issues facing the state during the interim.
Committee Meetings
Legislative Research Commission
The Legislative Research Commission had a very brief meeting on Tuesday, October 29. During the meeting, the Commission approved its rules for the 2013-14 Session and announced the study committees that it has authorized for the 2013-14 General Assembly. The LRC authorized eight joint committees and 12 House-only committees. The authorized committees, and the issues they will study, are as follows:
- Joint committees: Market Based Solution and Elimination of Anti-Competitive Practices in Health Care; Health Care Provider Practice Sustainability and Training/Additional Transparency in Health Care; Jordan Lake; Assessment of Regulated and Non-Regulated Industry Utility Fees; Common Core State Standards; Cultural and Natural Resources; Civilian Credit for Military Training and State Adjutant General Selection Criteria; and Omnibus Foster Care and Dependency.
- House-only committees: Property Owner Protection and Rights; Public Enterprise Systems and Use of Funds; Banking Law Amendments; Mechanics Liens and Leasehold Improvements; Land Development; Chowanoke Nation Recognition; Unmanned Aircraft Systems; Treasurer Investment Targets and State Employee Retirement Options; Wetland and Stream Mitigation; Food Desert Zones; Judicial Efficiency and Effective Administration of Justice; and Funeral and Cemetery Regulation.
Joint Legislative Commission on Government Operations
The Joint Legislative Commission on Government Operations met on Tuesday, October 29. The Commission heard a number of reports, but the primary activity of the Commission revolved around the return of certain funds from private nonprofits. The Commission heard plans regarding the return of funds to the State from the Rural Economic Development Center and the North Carolina Biofuels Center. In both instances, some of the funds will be returned to the Department of Commerce to administer programs or grants previously administered by the nonprofits and the remainder will be returned to the State’s General Fund. The Commission also heard from the Attorney General’s Office and the Golden Leaf Foundation about a dispute over what funds the Foundation must return to the State. Next, the Commission heard from the Office of State Budget and Management (OSBM) about a transfer of funds from the Department of Public Safety to the Disaster Relief Reserve Fund and why OSBM believes that transfer was appropriate. Finally, as is customary at Gov Ops meetings, the Commission heard from OSBM about repairs and renovations needs, various land transactions, and consultations regarding fees, grants, and highway designations.
